In an attempt to tackle the sweeping problem of human trafficking, the Cook County Board passed a resolution on Wednesday calling for either a state or federal law that would require cellphone providers to keep a photo ID and physical address of all customers.
According to resolution language, human trafficking perpetrators and victims alike tend to use no-contract, prepaid cellphones, which are “impossible to track because phone carriers do not require a contact, photo identification or minimum age.”
